Alone, Lyons' organization attempted to implement a charitable program of aiding the wasteland, but their insistence on charity, rather than an equitable exchange, led to their steady decline and loss of territory. In response, the Brotherhood completely shut off communications to Lyons' division and denied them any reinforcements. The Brotherhood's presence in the east suffered a further setback when Elder Lyons, head of the Capital Wasteland division, refused a direct order from the Lost Hills Elder Council, confirming their suspicions that he had gone rogue and was no longer pursuing the original mission. servicemembers and their families left the base under the lead of Captain Roger Maxson, heading for the Lost Hills government bunker in the south.
